Let me be painfully obvious, then. If a sentence includes the phrase "the Republican's X" then the only correct reading is that it refers to something that belongs to one individual Republican person. The word you are looking for, as the comment before yours pointed out, is Republicans' (notice the apostrophe AFTER the 's').
